The important budget detail is the underage fee. Avis’s JFK page lists $84 per day for renters ages 18–20 and $35 per day for renters ages 21–24. Treat those as the published Avis fees, not a quote for every company at the airport, and confirm the applicable charge for your dates before committing.
Compare the total for your whole rental, rather than just the advertised daily car rate. Ask whether the quote already includes the underage fee and what other charges apply. A daily surcharge matters much more on a weeklong trip than on a one-day rental.
Before choosing a car class, tell the supplier your exact age and ask which groups you’re eligible to rent. Confirm your license and payment requirements at the same time. The minimum age alone doesn’t answer those questions, and you shouldn’t assume that a vehicle shown in search results is available to an 18-year-old renter.
If you’re planning to pay with a debit card, there’s another check to make. Confirm the full requirements for your situation; that hold isn’t the same thing as the underage fee.

For pickup, JFK says its rental cars are at Federal Circle, accessible by AirTrain from every terminal. The ride between your terminal and Federal Circle is free. Sort out the age and payment questions before you make that trip with your bags—pickup is a much nicer place for collecting keys than discovering a missing requirement.
